I cannot use the program on my netbook because scroll bars
are not provided and I cannot get access to the entire screen.

How do I proceed?

Does your netbook allow you to force the resolution to be 1024x768 ?

If not, download this handy app, it allows you to move the app windows around by holding down the ALT key.
