Wondering what I have removed for nividia's control panel to refuse opening. No matter what online solution I could gather, still no hope.
And I am guessing removing Internet Explorer (not engine) messes with Internet Options and .chm files, but it didn't use to be like this.
I am also getting unknown devices in Device Manager like /root/vid but I am removing a lot of drivers, so that must be it, but I didn't use to get that in the past.

Also #1, check impact of ODBC, ELS, Adaptive Cards.

Also #2, create a shortcut to : "C:\Program Files\NVIDIA Corporation\Control Panel Client\nvcplui.exe"
Modify shortcut to run as admin.

As I said Nvidia's panel refuses to open no matter what. I tried everything before my OP. I am sure it's something I removed, but nothing of the 3 you mentioned.

I did read your link.
Thanks for taking time to debug my wccf. I am not sure if the Modern UI Apps Framework are even part of the LTSC, but I'll keep them next time to see what happens. Plus all the rest.
