This happens only in windows 10 1903 versions.
When You rightclick  the mouse onto "This Pc"  icon on the desktop,
then this is going into a loop instead of giving a  popup menu !
Just clicking onto  "This Pc" icon works normally
Via Start you can run File explorer,restart etc , no problem
Sources say that the layout of the desktop in version 1903 is been changed ,
mayby this is the reason.
rightclick  the mouse onto "This Pc" in versions 1809 gives you a popup menu that works
So i removed this for the moment

this report is old, does this problem still happen?
If there is no new info, or no other gut this problem, i will close this bug report on the end of the week.
