[[EX-100 - v2.1.4.0] [1809 - 17763.316] Can't connect to router

I can't connect to routers (192.168.1.1 , 192.168.0.1, etc)
Always access blocked - ERR_NETWORK_ACCESS_DENIED.
I'm trying change settings of a Windows Defender Firewall, disable it, but problem isn't solved.
Possible problems: Windows Defender Firewall is broken, or
                              the problem is in the Win10 17763.316 ?

I'm asking for help with this problem.

Step 1:
On Presets Tab, Only Enable the following button:
Presets - Protect Important Files

Step 2:
On Finish Tab,
Keep all ISO Optimization buttons to ON
But, Uncheck ALL Expert buttons to OFF:
Optimizations - EXPERT - Deep Cleanup
Optimizations - EXPERT - Net Framework Complete Cleanup
Optimizations - EXPERT - Net Framework Light Cleanup
Optimizations - EXPERT - Windows Updates Files Cleanup
Optimizations - EXPERT - WinSXS Folder Cleanup (boot.wim)
Optimizations - EXPERT - WinSXS Folder Cleanup (install.wim)
Optimizations - EXPERT - WinSXS Folder Compression

Step 3:
Uncheck and do Not-Enable One or More the following:
(List sorted from Highest priority at the Top , and lowest priority at the Bottom)

Services - Embedded Mode Service
Services - Network Connection Broker Service
Services - Secondary Logon Service
Features - Windows Identity Foundation 3.5
Features - Net Framework 4.6 Network Advanced Services
Features - Microsoft Message Queuing (MSMQ)
Features - Internet Explorer 11
Services - App Readiness Service
Services - COM+ Event System Service
Services - COM+ System Application Service
Services - System Event Notification ServiceServices - Remote Access Auto Connection Manager Service
Services - Remote Access Manager Services
Services - Windows Connection Manager Service
Services - Windows Firewall Service
Features - Simple Network Management Protocol (SNMP)
Features - Simple TCP
Services - SNMP Trap Service
Features - MultiPoint Connector
Features - Remote Access Connection
Features - Remote Differential Compression API
Features - Windows Media Player
Remove - Modern UI Apps - Framework (People)
Remove - Modern UI Apps - Framework (Phone Call History)
Remove - Modern UI Apps - Parental Controls
Remove - Multimedia - Gracenote (GNSDK)
