removing    Accessories - Open Database Connectivity (ODBC)    will break parts of settings/options like Event Viewer and opening Control Panel link (X-menu in my case)

It is not a good idea to put a lot of things in the protected  erea because  You can not get rid of it without braking  other important files.

a lot of items can simply be copied, mayby  Winterstorm can add a set of files that are frequently needed .
