So, the bug comes from : "Network - Internet Explorer (Feeds)".

It should be solved in the next build.

in rs2 it was caused by system update files cleanup. It was fixed for rs2
but the error is back with rs3 (KrX is investigating). My problem is that this error happens if
you try to change anything in windows features and not just framework 3.5.

You are right my friend. But because in the above wccf i deselected in modern ui settings and everywhere else i could think of, everything that is related to framework i thought that its a general windows features problem and not just a framework 3.5 problem
