I removed dotNET 3.5 (among other things) from my Windows 8.1 installation using WinReducer, and now I need to install it. DISM says "feature name NetFX3 is unknown" even if I try to install it from untouched media.

Is reinstalling Windows my only option?

If you removed it, unfortunately there are no other choices to create a new ISO.
